Essential Job Functions
STRATEGY & VISION
- Review donors’ strategic priorities and identify potential donors for Mercy Corps Pakistan’s strategic and geographic priorities.
- Advise and coordinate in-country donor engagement.
- Identify innovative program concepts and ideas to translate country strategy into programs and projects in consultation with program staff.
- Lead on strategic and timely positioning of Mercy Corps for various consortiums and partnerships for joint bidding for funding opportunities.
- Undertake desk reviews and lead on potential new funding models, such as innovative investment and private sector partnerships.
- Maintain a database for assessments and reports necessary for business development
PROPOSAL DEVELOPMENT
- Act as the focal point for the organization for business development.
- Lead on the development of concept notes and funding proposals, in consultations with relevant program leads and Country Director
- Work closely with the Asia regional team and global offices for program design, proposal and budget development as well as incorporating comments and feedback.
- Maintain tracking tool of proposals and concept notes.
- Coordinate engagement with potential I/NGO partners as part of program design and proposal development.
- Lead and document the internal decision-making process for go/no go for identified funding opportunities.
- Develop, follow up and coordinate action plan for each funding opportunity to ensure timely and quality proposal/ concept note submission.
- Where required, design scopes of work, hire and manage external consultants to support program development and/or proposal writing, or other information required (needs assessment etc.).
REPRESENTATION AND COORDINATION
- Represent Mercy Corps in developing relationships with key donors and partner organizations
- Act as representative of Mercy Corps to organizations on program development matters, including attending key internal and external meetings.
- Represent Mercy Corps in inter-agency coordination meetings as assigned by the Country Director. Maintain record of external meetings and action points, and follow up accordingly.
PUBLICATIONS AND COMMUNICATIONS
- Work with technical teams to identify key donor strategic technical priorities, and source program evidence, lessons learned and key program content to coordinate, facilitate, and/or support the writing and production of capacity statements.
- Collaborate with program Monitoring Evaluation and Learning (MEL) team to contribute to learning agendas, and research priorities, mapping of donor and current priorities.
- Work with the communications team to develop external communication and dissemination for strategic contents for business development and positioning.
Security
- Ensure compliance with security procedures and policies as determined by country leadership.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
Supervisory Responsibility: Nil
Accountability
- Reports Directly To: Country Director
- Works Directly With: Program leads, Senior Technical Advisors, Gender and Safeguarding Advisor, MEL and Finance teams, Regional and Headquarters focal points.
Academic Qualifications and Experience
- Master’s degree in Development Studies, International Development, Social Sciences or relevant discipline.
- At least 5 years of experience in business development, donor scoping, proposal writing and donor engagement in both development and humanitarian sectors.
- Experience with major donors such as USAID, FCDO, EC, ECHO and others, as well as private sector funding.
- Familiarity with key global standards such as Core Humanitarian Standards, Sphere Standards, humanitarian principles, ALNAP and IASC.
- Fluency in written and spoken English.
- Strong communications skills with exceptional ability to articulate complex issues in a clear comprehensible manner to a wide variety of stakeholders
- Excellent writing skills, ability to deliver high-quality proposals and documents with tight deadlines
- Excellent computer skills
- Ability to work in a diverse environment
- Ability to work under pressure, meet timelines, multi-tasking.
Success Factors
Ability to work under pressure and produce deliverables in a timely manner. Excellent presentation, negotiation, writing and communication skills. Demonstrated ability to take initiative and ability to follow procedures. Working in collaboration with other departments. Ability to travel.

• Masters or better.
