Pakistan remains the third-largest refugee-hosting country globally, hosting over 1.4 million Afghan refugees holding Proof of Registration (PoR) cards issued by the Government, 840,000 Afghan Citizen Card (ACC) holders, and an estimated 775,000 undocumented Afghan migrants. With the recent unprecedented change in the political and security situation in Afghanistan, the number of Afghan nationals crossing into Pakistan has increased. Owing to their partly informal status, the Afghan migrant populations have largely remained under the radar, not being eligible for any systematic humanitarian assistance – thereby facing significant challenges.
Under the overall supervision of the Programme Coordinator (Protection), and the direct supervision of the Protection Officer, the incumbent will assist and support the implementation of protection monitoring and analysis activities as part of IOM’s Protection activities, and will be responsible for the following tasks
Responsibilities
Responsibilities and Accountabilities:
- Support the implementation of protection monitoring activities, including monitoring the work of field protection staff collecting protection information and data on a periodic basis and facilitating household surveys, key informant interviews (KIIs) and focus group discussions (FGDs) with Afghan nationals and vulnerable individuals, as required.
- Lead the drafting, review and quarterly update of protection monitoring data collection tools on a quarterly basis, in consultation with the Protection Officer.
- Lead and support the development of ad hoc Protection Analysis reports, documents and briefers on various protection trends and issues.
- Contribute to enhancing knowledge-sharing and understanding of key protection trends and issues within IOM Pakistan by leading the development and dissemination of a Policy Tracker and monthly Protection Bulletin.
- Conduct capacity-building of IOM and Implementing Partner staff and contribute to developing training materials on data collection techniques, data ethics and confidentiality, qualitative and quantitative research tools, protection monitoring methodology, etc.
- Contribute, as needed, to analysing data collected through protection monitoring and analysis activities.
- In coordination with the Protection Officer, conduct field monitoring visits in different provinces to monitor data collection exercises, and support in identifying good practices and challenges.
- Maintain an up-to-date and in-depth understanding of protection risks, community dynamics and displacement trends in the various communities and locations monitored by IOM, including ACC holders, undocumented Afghan nationals and the host community.
- Prepare presentations and talking points based on the findings of IOM’s protection monitoring activities in relevant external engagements and meetings.
- In coordination with the Protection Officer, liaise with external stakeholders and represent IOM in relevant meetings and fora, to present and discuss protection trends and issues, as required.
- Perform other such duties, as may be assigned.
Qualifications
Required Qualifications and Experience:
Education:
- Master’s degree from an accredited academic institution in the field of Law, Human Rights, Social Sciences.
- Bachelor’s degree from an accredited academic institution in the field of Law, Human Rights, Social Sciences with two years of relevant professional experience.
Experience:
- Experience in the field of human rights research, protection monitoring and analysis, and advocacy.
- Strong experience in leading protection monitoring, analysis and research activities related to migration and displacement, including data collection, data cleaning, data analysis and report writing.
- Experience in drafting protection analysis documents, briefs and reports.
- Experience in developing data collection tools for protection monitoring work, including focus group discussions, key informant interviews, and household surveys.
Demonstrated knowledge of social science research methodologies, including qualitative research.
- Experience conducting specialized capacity-building on data collection, data ethics, data protection and protection principles.
Skills:
• Strong analytical, writing and communication skills.
• Excellent knowledge of social science research, including qualitative and quantitative methodologies, research design and rollout.
• Excellent computer skills and literacy (MS Word, PowerPoint, KOBO) and full proficiency in Excel.
• Strong knowledge of international human rights principles and protection risks.
• Team-work oriented, capacity to work independently, flexibility, and strong time management skills.
• Ability to work under pressure and manage multiple and competing deadlines.
• Knowledge of the broad range of migration-related subject areas dealt with by IOM.
• In-depth understanding of the socio-political and protection environment in Pakistan.
• Knowledge and understanding of issues related to Afghan nationals and Pakistan host communities.
Languages: IOM’s official languages are English, French, and Spanish.
Required:
- For this position, fluency in English and Urdu is required (oral and written)
Desirable:
- Working knowledge of Dari or Pashto or any other local language/s.
