BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP is the world’s largest humanitarian organization, working to save lives in emergencies and improve food security in Pakistan. In Khyber Pakhtunkhwa (KP), WFP has been operating for over three decades, focusing on emergency response, building livelihoods, Nutrition and enhancing resilience to climate shocks. WFP’s work in KP includes strengthening disaster management capacities and promoting climate-resilient agriculture, with a particular focus on supporting vulnerable and food-insecure populations.
The Green Climate Fund (GCF) funded project titled "Integrated Climate Risk Management for Strengthened Resilience to Climate Change in Buner and Shangla Districts, Khyber Pakhtunkhwa, Pakistan" aims to enhance community resilience to climate change, particularly riverine flooding. The project focuses on strengthening early warning systems (EWS), developing anticipatory action (AA) protocols, and supporting climate-resilient livelihoods in the districts of Buner and Shangla. A key priority is ensuring that women and marginalized groups are actively involved in decision-making and benefit equitably from interventions, leading to their empowerment and transformative change toward recalibrating unequal gender power relations at the institutional and community levels.
This project centers around three outcomes. Under Outcome 1 on Improved capacity for flood early warning systems and anticipatory action, the project will support improved gender equality within the climate information services sector in Pakistan through targeted capacity development and training of women. Under Outcome 2 on Increased climate resilience through local adaptation plans and diversified livelihoods, the project will realize similar GESI co-benefits by ensuring that technical support for livelihood activities is gender-responsive, and that women and other marginalized groups are prioritized for vocational training. The project will also realize the co benefit of enhanced nutritional health under Outcome 2 through technical support for climate-resilient livelihood activities, gender responsive community infrastructure development and information sharing. The project will directly benefit over 146,000 people in Buner and Shangla, with indirect benefits for 1.6 million people. It aims to build local capacity for flood forecasting, improve community preparedness, and reduce long-term vulnerabilities to climate-induced risks.
Gender mainstreaming is a critical aspect of the project, ensuring that women and other vulnerable groups are included in decision-making processes and benefit equitably from project interventions. The project has a full fledge gender action plan where the gender and inclusion consultant will provide technical support in the implementation of the GAP will also contribute toward greater gender equality and women’s inclusion. The International Gender Consultant will provide dedicated gender technical support for project implementation within the PMU and among key stakeholders. The gender consultant will play a key role in integrating gender considerations into all components of the project, in alignment with both WFP and GCF’s gender, environmental and social policy as well as the national policy directions through climate change Gender Action Plan (ccGAP1) and will provide technical expertise to ensure that the project’s activities are gender-responsive, and that the needs and priorities of women, children, and marginalized groups are incorporated into flood risk management and AA protocols.
Scope and objectives:
Scope of gender related component: The project requires the work tasks around gender under output 1.1 (Early warning system strengthened including installation of AWS, dissemination of early warning and associated technical assistance to Govt Staff) to lead gender assessment to explore high level capacities of key departments (PMD, FFC, and RMCP to record gender perspectives of women and men officials in a way that the capacity strengthening and community awareness sessions plans are designed as per the felt needs. The gender assessment will be used throughout the project cycle management especially facilitating actions related to EW communication to beneficiary communities in an appropriate and coordinated manner, with due regard to the differentiated communication needs of men, women, and key vulnerable groups (e.g., persons living with disability). Awareness-raising sessions on access to EWS will also be designed by the consultant to undertake social behaviour change communication (under activity 1.2.1) in the selected villages in Buner and Shangla Districts to address discriminatory gender norms relative to women’s access to EWS79. Similarly, the institutional capacity strengthening of key departments (under output 1.1.) will also integrate gender aspect in the overall TOT design and development of training content, materials and engaging methodologies.
In short gender inputs of the international consultant will contribute to the improved forecasting capability and mechanisms developed under Activity 1.1.1 which in turn will be used along with the flood impact database established under Activity 1.2.1 to focus the dissemination of flood EW information and advisories to different beneficiary groups, particularly those that are disproportionately vulnerable. The emphasis is on identifying the most vulnerable communities and ensuring the flood EWS information/advisories reach the targeted locations/groups and are actionable for them. This will entail the development of a standardized operating procedure (SOP) for the dissemination and communication of flood early warning information/advisories. The SOP will also be linked to the anticipatory action (AA) protocols developed under Activity 1.2.1.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under direct day to day supervision of head of unit SO1, and overall supervision of head of the Provincial Office Khyber Pakhtunkhwa the incumbent will perform the following tasks.
1. Gender Analysis and Integration:
− Conduct a detailed gender analysis to identify gender-specific vulnerabilities related to flood risks in the target districts.
- In specific terms conduct in-depth, field-based qualitative research on the impacts of climate shocks/stresses on marginalized groups and the status of gender equality within relevant institutions.
- Design analysis framework proposing qualitative research methodologies and hand hold the national position on gender and inclusion to ensure data /information collection.
- Devise appropriate tools and process to triangulate data from various sources (community, department and other relevant stakeholders
- Prepare templates for systematic data keeping, management, interpretation to produce comprehensive gender analysis Importantly the gender consultant will ensure the quality parameters in terms of setting the research questions, methodology, framework of primary data collection and analysis.
- The consultant will work to produce clear deliverables (i.e inception report, literature review, research design, data collection tools including survey and FGD/KII questions, training material for enumerators, transcript coding, analysis, final report), include a table indicating tasks and timeline for each task (number of days and deadlines). This will also suffice the accountability of this specialised job role to facilitate the overall deliverables under output 1.1.
- Integrate gender-sensitive indicators into the risk assessments, flood early warning systems, and anticipatory action protocols.
- Ensure that gender considerations are mainstreamed into all aspects of the project, including training, community outreach, and early action planning.
2. Institutional capacity strengthening and Trainings:
− Build technical capacity of the targeted institutions i.e Provincial Disaster Management Authority (PDMA), Planning and Development Department (P&D), and local institutions at provincial and national level on gender responsive anticipatory action, impact-based forecasting.
- In specific terms provide technical support to develop gender equal and barrier free Early Warning System and gender-responsive Local Climate Change Adaptation Plans.
- To explore institutional barriers with regard to information dissemination and technical capacity of relevant Govt institutions on gender and inclusion and its application in developing DRM plans, communication of EWS in disaster prone communities.
- To explore institutional policy barriers in terms of assessing the gender impacts of cross-sectoral policies for resource protection, development, and management of DRM and EWS
- To analyse technical capacity baseline at the PMD, FFC, and RMCP (integrating men and women’s perspectives) and identify gaps in technical expertise related to flood forecasting, and early-warning
- Develop training material and guidelines, as well as conducting training on gender-responsive75 and inclusive disaster risk management (DRM) for stakeholders (PMD, FFC, and RMCP)
− Develop and facilitate (in support of the local / national gender staff) the delivery of gender-responsive disaster risk management training for government officials, community leaders, and other stakeholders.
− Facilitate gender-responsive training workshops focused on empowering women’s participation in flood preparedness and response initiatives.
3. Stakeholder Engagement and Community Outreach support:
− Support local/national gender staff in leading consultations with women’s groups, local organizations, and community representatives to ensure their inclusion in early warning systems and anticipatory action planning (provide guidance, mentoring and leadership)
− Promote engagement of identified marginalized groups, women and men and others in the design and implementation of climate-resilient livelihood activities as well as implementation of accessible infrastructure services.
− Work with local women’s associations and community-based organizations to promote women’s leadership in disaster preparedness.
− Ensure that flood early warning messages and preparedness information are accessible to women and marginalized groups
- help develop gender sensitive communication strategy that support gender equal and barrier free EWS and facilitate its roll out in local contexts of KPK
- Develop awareness-raising session methodology to support national gender staff to hold sessions on women’s access to EWS (under output 1 - Activity 1.1.2) including social and behaviour change (SBCC) communication in the selected villages in Buner and Shangla Districts to address discriminatory gender norms relative to women’s access to EWS79
4. Monitoring, Evaluation and Strengthening Project Data Base:
− Develop gender-sensitive monitoring frameworks and indicators to track progress on gender equality outcomes within the project.
− Embed gender analysis tools as part of M&E system applied to the project and run periodic gender assessments for informed decision making for gender mainstreaming across project outcomes and output results.
- Specifically help M& E unit/desk to build on existing databases at the local level (for example, social protection programmes, households impacted in previous disasters, and others), to develop a sex, age, and disability disaggregated beneficiary database for AA interventions and activities within Buner and Shangla districts that will benefit from AA in the event of a trigger being met (activity 1.2.1)
− Prepare regular and periodic reports & briefs highlighting gender integration in project activities and identifying opportunities for strengthening project results with regard to gender and vulnerability.
Document lessons learned and best practices in gender-responsive disaster risk management for replication in other regions.
5. Development of Gender-Responsive Knowledge Products:
− Create knowledge products and communication materials that promote gender equality in disaster risk reduction and flood preparedness.
− Ensure that knowledge sharing, and project dissemination activities incorporate a strong gender focus, including through case studies and success stories featuring women’s leadership in disaster management.
− Bring innovation as add value to produce learning documents / knowledge products to strengthen data driven, learning based program planning and upscaling
6. Any other take assigned by the supervisor.
DELIVERABLES AT THE END OF THE CONTRACT:
1. Gender Analysis and Assessment: Conducted a comprehensive gender analysis to identify gender-specific vulnerabilities related to climate risks and flood management. This analysis will guide gender-responsive interventions within the project. The gender analysis / assessment is the key deliverable and requires consultant to provide inception report, literature review, research design, data collection tools including survey and FGD/KII questions, training material for enumerators, transcript coding, analysis, final report.
2. Institutional capacity strengthening and trainings: Capacity building framework developed on gender gender-responsive disaster risk management (DRM) trainings for key stakeholders, including provincial authorities, local disaster management bodies, and community representatives, ensuring equitable participation of women and marginalized groups.
3. Gender Mainstreaming in Early Warning Systems, Anticipatory Action and M&E system: Developed and integrated gender-responsive guidelines into early warning systems (EWS) and anticipatory action (AA) protocols, ensuring that both systems consider and address the specific needs of women and vulnerable groups. Integrate gender analysis tools and approach in M&E system as applied to specific project scope. Furthermore, community awareness sessions on EWS -guidelines developed to facilitate roll out by national gender staff.
4. Monitoring and Reporting: Prepared regular reports on the integration of gender perspectives within the project, including success stories, challenges, and recommendations for strengthening gender-responsive approaches in future disaster risk reduction efforts.
5. Development of Knowledge Products: Produced knowledge materials and best practice guidelines related to gender-responsive disaster risk management and climate adaptation, tailored for dissemination to relevant stakeholders for replication in other regions.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced degree in Gender Studies, Social Sciences, Natural Resources Management, or a related field OR first level university degree with additional 2 years of experience in related field
Experience: Minimum 3 years of professional/ managerial experience in gender mainstreaming in disaster risk reduction, climate change adaptation.
Experience working in developing countries, preferably in South Asia, with a focus on gender, climate change adaptation, and disaster risk management.
Knowledge & Skills:
• Expertise in conducting intersectional gender analyses and integrating gender-transformative approaches into development projects, particularly related to climate change adaptation and disaster risk management.
• Social research design, quantitative and qualitative data collection, analysis, and reporting.
• Excellent stakeholder engagement skills, with experience working with government bodies, women’s groups, women and girl-focused organizations, of persons with disabilities, and local communities.
Languages:
Excellent written and spoken English (level C)
