Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Unprecedented monsoon rainfall in 2022 caused widespread floods in Pakistan, affecting over 30 million people. While Pakistan is still recovering from the 2022 floods, it remains highly vulnerable to climate-related hazards.
IOM leads the Shelter NFI Sector (encompassing the CCCM Working Group) and the Shelter and WASH NFI Common Pipeline. Under the overall supervision of the Programme Manager (Shelter & NFI), and the direct supervision of the Recovery and Durable Solutions Advisor / Shelter NFI and CCCM Sector National Coordinator, the incumbent will support the Shelter & NFI project portfolio in Pakistan, including assistance with the Shelter and WASH NFI Common Pipeline, particularly focusing on the Shelter NFI Sector.
Responsibilities and Accountabilities
· Facilitate the operation of IOM’s online core pipeline system for review and approval of shelter and non-food items stock requests. Share feedback with IOM’s focal points in the field regarding stock distribution and plans. Inform supervisor accordingly.
· Maintain and organize the core pipeline electronic filing system including updating old files in a timely manner. Responsible for uploading of documents and maintaining records.
· Coordinate with Implementing Partners on stock distribution requests in the core pipeline system, respond to complex queries, give feedback, and provide training to partners and staff on how to use the online core pipeline system. Collect distribution reports from partners. Provide feedback on performance of Implementing Partners to supervisor and SNFI team.
· Organize meetings and workshops, draft minutes, and prepare different guidelines and survey tools, etc. Also manage the database of the sector partners and coordinate with provincial shelter and housing sector leads for the shelter NFIs and CCCM sector. .
· Coordinate the administrative aspects of programme implementation, including by preparing operational and finance documents, obtaining necessary clearances and approvals, following up on administrative actions, finding ways to improve processes.
· Provide assistance with purchase request forms, payment requests, and other forms. Follow up with relevant colleagues.
· Review finance requests, justification for different stock and items in designated areas. Process money transfers to field locations.
· Support with necessary travel arrangements and process expense claim reports, etc., for colleagues.
· Assist with the preparation and implementation of monitoring and evaluation tools, following up and verify that all distributions and activities are correctly recorded. Share records with supervisor accordingly.
· Review and suggest methods of improvement in core pipeline system and distribution methodology.
· Support the wider Shelter and WASH team as required.
· Perform any other such duties as may be assigned.
EDUCATION
· Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with minimum four years of relevant professional experience, or,
· High school diploma with six years of relevant professional experience.
EXPERIENCE:
· Experience in emergency humanitarian response, preferably in the fields of Shelter NFI or logistics;
· Experience in coordinating actions with other implementing partners;
· Experience working in the 2022 flood response in Pakistan is an added value;
· Experience working with government counterparts, donors, beneficiaries, and the broader community is desirable;
· Experience in organizing medium to large-scale events, workshops and dialogues and managing multi-sectoral stakeholders;
SKILLS
· Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
· Proven ability to produce quality work accurately and concisely according to set deadlines.
· Good knowledge of UN working system.
· Strong computer literacy, especially database tools and online platforms.
LANGUAGES:
REQUIRED
For this position, fluency in Fluency in English and Urdu are required (Oral and Written) is required (oral and written).
DESIRABLE
Working knowledge of regional languages (Pashto, Sindhi, Balochi) is an advantage.
